 Like all inventions which came about because of a NEED the Barangay Handbook was sought by various Elected and Appointed Barangay Officials who where 

 clueless as to the myriad of duties, responsibilities and accountability in the discharged of their sworn duties. As the Center was engaged in the training or

 local officials, it had difficulty in collating and interpreting existing rules and regulations, laws and various administrative issuances conerning Barangay
