COURSE-EPISODE INFORMATION
Episode 1: Introduction and Program Framework of ECCD
- General Course-Episode Objective/s:
This course-episode generally introduces the learner (viewer) to the concept and framework of Early Childhood Care & Development (ECCD) in the country based on Republic Act No. 10410 (Early Years Act (EYA) of 2013). The course-episode will highlight the policies adopted, the national objectives of ECCD its corresponding standards, and finally the ECCD as a system.
As the inaugural episode, context setting is essential as a curtain-raiser for the succeeding two (2) course-episodes relating to ECCD in particular and education in general. It is relevant also to put into perspective the ECCD program as it relates to other allied programs of government as well as its significance to the public administration framework of government.
- Intended Course-Episode Learning Outcomes:
- Acquire a clear grasp of the concept of early childhood care and development system and its application in the Philippine context as contained in the Early Years Act (EYA) of 2013.
- Gain knowledge of the public policies and objectives as enunciated in RA No. 10410 including the various contexts on which such policies and objectives were founded including the social and economic conditions, prevailing political values and the political mood at the time of the adoption, national and local cultural norms and other relevant variables.
- Course-Episode Relation to Rex’s Edukampyon principles and objectives:
As a conceptual Course-Episode, it is founded on the Whole School Approach (WSA) which emphasizes that Learning, behavior and well being of the learner and the community as an active participant through the entire (school day) experience.This advocacy of Rex’s Edukampyon principle is reiterated in a declared policy of Republic Act 10410 (Section 2) which states that ECCD seeks “to promote the rights of children to survival, development and special protection with full recognition of the nature of childhood and as well as the need to provide developmentally appropriate experiences to address their needs; and to support parents in their roles as primary caregivers as to their children’s first teachers”. This Course-episode lays down the policies, objectives and system of the ECCD in the country which is the groundwork for all “developmentally appropriate experiences” which promotes the rights of children to survival, development and special protection.
