Title/Topic: Health: Barangay Response against Covid-19 (Social Services)
Webinar Episode will be on October 1, 2021(Friday), 3:00 p.m.
- Introduction:
Social services, also called welfare service , is defined (Britannica) as any of numerous publicly or privately provided services intended to aid disadvantaged, distressed, or vulnerable persons or groups. The social services have flourished in the 20th century as ideas of social responsibility have developed and spread. In the context of Philippine local governance (Barangay LGU), social services include but is not limited to: Health, Nutrition, Child & Youth Welfare, Persons with Disability (PWD), Gender and Development (GAD), women and Solo Parent’s.
However, in order to highlight the significance of the national emergency as a result of the Covid-19 Pandemic, it is essential to put emphasis on health as echoed in Section 15 of the 1987 Constitution, which states that: “The State shall protect and promote the right to health of the people and instill health consciousness among them”. Hence, this public webinar series on social services will be exclusively dedicated to health which according to the State Policy provided in Section 15 of the 1987 Constitution should be protected and promoted.
- Intended Course-Episode Learning Outcomes:
- Acquire and understand a general knowledge of the Philippine Public Health Framework and the inter-relationship between the National Agency (Department of Health) and the Local Government Units specifically the Barangay in the promotion and protection of health.
- Enlighten the viewer as to the general strategy and programs of the National Government in addressing the Covid-19 pandemic and what structures (Example: BHERT) are being employed in order implement such measures and programs.
- Discern the importance of volunteers (Example: Barangay Health Workers) as the basic frontline health worker in the basic political unit – the Barangay.
- Course-Episode Objectives:
This Course-Episode seeks to answer the following issues/topics?
- What is the general public health framework of the country?
- What are the inter-cooperation relationship between the DOH and the LGUs in general and the Barangay in particular relative to the implementation of Section 15 of the 1987 Constitution (Protection and Promotion of Health)?
- What is the role and function of the Barangay, Bhert and Health Workers in the health framework of the country, more specially, in this time of a national emergency due to Covid-19?
- Course-Episode Relation to Rex’s Edukampyon principles and objectives:
This webinar course-episode is related on the Whole School Approach (WSA) which among other emphasizes that learning involves not only the school but the community as well. Realistically, such community and school are just but institutions in a bigger unit such as a local government unit whose affairs are managed and implemented by formal structure and led by those chosen by the residents therein.
Moreso, this webinar course episode is focused on the “gatekeepers” of education in the community and the nation in general. It further illustrates the critical relationship among the stakeholders (duty bearers) and the gatekeepers of education in providing the best possible learning experience for our children and the youth.
- Mechanics of the Course- Episode:
The webinar will run for One (1) Hour and Thirty (30) Minutes and shall be divided into three (3) sections:
1st is the Resource Learning Section, 2nd is a Question and Answer (Q & A) portion and finally the 3rd section is the exemplification portion (best practices cases).
- The Resource Learning Section provides for a main speaker that will
seek to elucidate on the objectives and learning outcomes as previously enumerated. The main speaker shall be provided a time allocation of forty-five (45) Minutes and has the option to utilize the zoom platform either through recording or in-person lecture. The Center for Local Governance shall coordinate with the main speaker on what platform and format he/she wishes to convey the learnings.

- The Question & Answer (Q & A) Portion will be allotted fifteen (15)
Minutes to be presided upon by the webinar host and the Resource Person/Speaker.
- The Exemplification Portion will include LGU Exemplars (Best
Practices) which implemented outstanding programs, projects & activities/measures against the Covid 19 Pandemic with the end in view of protecting the and promoting the health of their respective constituents. This portion will include three (3) LGU exemplars which will be allocated Ten (10) Minutes each for a total of thirty (30) minutes. The exemplification will include interviews, videos, pictures and other similar materials documenting the Best Practice.

Mechanics for the Exemplars:
- Ideally, each LGU Exemplar shall be allotted a total of Ten (10) Minutes.
- The details and substance of the exemplary program/project/activity (PPA) shall be made by the focal person or office/official implementor of the said best practice/s.
- All presentation under this portion (Exemplary Best Practices) are to recorded and submitted to REX Edukampyon Staff for lay-out and editing
- All LGU exemplars shall be invited in the subject webinar episode to view the final and official product/version.
