DETAILED PROGRAM FLOW
PUBLIC GOVERNANCE WEBINAR FORUM
December 3, 2021 (Friday), 9:00 am – 11:00 am via ZOOM
- The Technical Team will open the Forum at 8:00 am for technical preparations.
- The Host/Moderator, Resource Persons and Media Members are requested to enter the zoom meet at 8:30 am for last minute preps.
- At exactly 9:00 am, Prof. Alex Magno (Host/Moderator) will open the curtain call for all participants of the Webinar Forum and conveying that the Forum will be opened by a video-prayer and singing of the National Anthem.
- The video prayer (9:00 am) will be played first followed by the Philippine National Anthem (9:05 am).
- After the prayer and National Anthem, The HOST will introduce Ms. Ira Beatrice Ubana, Forum Program Officer for the Welcome Remarks (9:05 am-9:08 am).
- After the brief welcome remarks, the HOST will then orient (9:10 am to 9:15 am) the viewers of the following:

6.2 The Rationale and Overview of the webinar forum

- Around 9:15 am to 10:20 am, the HOST shall introduce the respective
Speaker which shall be provided twenty (20) minutes each for their presentation.
7.1 During the Introduction of each speaker, the short introduction shall be
read by the Host while the picture of the speaker is displayed on screen.
Note: Attached are the separate SHORT Intro of each Speaker
7.2 Each Speaker shall be authorized by the Tech Team to share their
respective powerpoint slides (if any).

8.1 Due to time constraints, questions emanating from the media shall be
prioritized.
8.2 Questions that cannot be accommodated during the Q & A portion
shall be enjoined to be posted in the chat box.
- At around 10:50 am, The HOST will present a synthesis of the Over-All Webinar Forum (Highlights and Major Points Raised).
The Host shall also remind all participants that the corresponding e-Certificate of Attendance and Participation shall be sent in their email address that was provided in their Google Form Registration.
- At 11:00 am the webinar forum shall end.
Short Intro of Atty. BEVERLY S. MILO

Atty. Beverly S. Milo is a Certified Public Accountant, as well as a professor and lawyer, who currently works as a Director at the Bureau of Internal Revenue. Her areas of specialty and interest include Philippine Law and Taxation, Project Management, Project Implementation as well as Training and Facilitation.
After completing her Bachelor of Science in Accountancy, Atty. Milo earned her Bachelor of Law at St. Louis University. She served as a professor at the College of Law in her alma mater, as well as the College of Commerce in the University of Baguio. At present, Atty. Milo balances her time between teaching at the Virgen Milagrosa University Foundation in Pangasinan and working full-time as a Head Revenue Executive Assistant in the BIR.
Throughout her years of service at the Bureau, Atty. Milo has headed numerous projects, consistently leading her team to successful results. She is currently the representative of the BIR to several international forums, national councils and committees such as the National Committee on Intellectual Property Rights (NCIPR). Due to her esteemed reputation and expertise in the field, Atty. Milo has often served as a speaker and facilitator, generously imparting her knowledge to others through numerous seminars, forums, and workshops.
Short Intro of MR. NOVEL V. BANGSAL

He currently holds the position of Executive Director in the Congressional Policy and Budget Research Department (CPBRD), House of Representatives. He oversees/supervises the Budget and Tax Research Bureau under the CPBRD; organizes knowledge-sharing activities under the World Bank-House of Representatives Knowledge for Development Community program; and coordinates capacity-building/institutional-building activities in partnership with multilateral agencies.
He has written a number of publications on various relevant policy concerns on fiscal policy, social protection, food security, and institutional and political reforms.
He finished his MA in Development Economics from UP School of Economics and MA in Public Administration from UP NCPAG. He earned his Diploma in Public Management Development Program (Senior Executive Class with Honors) at the Development Academy of the Philippines in 2016.
Short Intro for Miguel Antonio Estrada
Economist
Miguel is a researcher who works on health policy and fiscal policy issues. Among his interests are sin taxes and health behavior, Universal Health Coverage, social insurance, and public finance. He has authored and co-authored a number of papers which were published in peer-reviewed academic journals and as policy papers. Several of his work were presented in conferences of academic and professional organizations, such as the Philippine Economics Society, Population Association of America, and the Singapore Economic Review.
He previously worked at the Congressional Policy and Budget Research Department of the House of Representatives, the World Health Organization, and the National Institutes of Health. He also taught Health Economics at the University of the East Ramon Magsaysay Memorial Medical Center.
Miguel earned his Bachelor of Science in Economics degree, cum laude, and Master of Arts in Economics degree, both as a Presidential Scholarship Awardee, from the University of the Philippines Diliman, and is currently pursuing a PhD in Public Administration and Policy at the University of Georgia, USA.
